While looking deeper into how D&G services are being annually diluted, I have done some more research into what other expert witnesses views are of problems in the overall administration.


- Too few service deliverers (operatives) controlled by plentiful administrative managers.[^1]
- Too many Councillors causing delays and lack of cohesion.[^2]

1. Education Services

- Persistent attainment gaps and underperformance in some schools.[^3]
- Rural digital access and resources remain uneven.[^4]
- Improvement actions from audits slow to show results.[^5]

2. Social Care & Health

- Long waits for care assessments and packages.[^6]
- Overreliance on temporary staff affecting care quality.[^7]
- Funding gaps raise sustainability concerns in Best Value audits.[^8]

3. Roads, Transport & Infrastructure

- Poor road surface condition rankings in national benchmarks.[^9]
- Pothole repair backlogs and slow response to public reports.[^10]
- Limited rural transport connectivity and service reliability.[^11]

4. Housing Services

- Long social housing waiting lists; supply not meeting demand.[^12]
- Maintenance backlogs for council overseen properties.[^13]
- Energy efficiency progress falling behind Scottish climate goals.[^14]

5. Environmental & Waste Services

- Inconsistent recycling rates compared to Scottish peers.[^15]
- Rural service reductions and fly-tipping remain unresolved.[^16]
- Climate action targets under-delivered against plans.[^17]

6. Leisure, Culture, Libraries

- Reduced opening hours and staffing cuts limiting public access.[^18]
- Falling library use and uneven service distribution in rural areas.[^19]
- Lack of strategic focus on community inclusion and modernisation.[^20]

7. Economic Development & Planning

- Planning decision timescales are slow, stalling development.[^21]
- Business support, especially for rural enterprises, underpowered.[^22]
- Missed opportunities in tourism growth and local economic resilience.[^23]

8. Corporate Support / Overheads

- High sickness absence (11.8 days average) suggesting morale issues.[^24]
- Early Retirement and Voluntary Severance (EVRS) costs vs. savings unclear.[^25]
- IT systems and internal processes struggle to modernise.[^26]

Overall Themes:

- Value for Money concerns across multiple services.[^27]
- Performance variation within and between service areas.[^28]
- Best Value compliance flagged as "developing" rather than achieved.[^29]
- Community engagement and transparency remain inconsistent.[^30]

A way forward

- An immediate need to identify the 20% of service failures causing 80% of the problems. These can be found in existing complaints, surveys, and fault logging.[^31]
